By a versioned rules engine, not by code. Per-diem bands, meal reductions, mileage and the fuel component live as dated rule packs, and the pack in force on the trip date is the one applied — so a rate change next year never restates a trip you already paid. The result is frozen onto the trip at approval and printed on the cestovní příkaz PDF.

An item with neither a project nor a cost centre is refused rather than posted to a default account nobody reconciles.
